Allow multiple site types for isCourseSite(), isProjectSite(), isPortfolioSite()

      Description

      Course, Project and Portfolio site type categories should support mapping to multiple types. For example, isCourseSite() may return true for sites of either "course" or "subject" types. This will enable greater flexibility and granularity when defining sites, and also improve the site creation from templates process (SAK-22450).

      The default behavior will remain the same:
      courseSiteType => course
      portfolioSiteType => portfolio
      projectSiteType => project

      But these defaults can be over-ridden in sakai.properties, for example:

      courseSiteType.count=2
      courseSiteType.1=course
      courseSiteType.2=subject
