File picker has way too much white space in most tools; really bad on mobile

      Description

      Create an Assignment. Creat a quiz. Create an Announcement. Almost anywhere a user clicks the "add attachment" button, they will see the Add Attachment window open.

      With the exception of the Lessons tool (where the Add Content > Add Content Links or Embed Content on Page choices show a tighter version of File Picker), all other places one encounters this window features tons of wasted white space. It's really bad on mobile, where the white space forces a user to potentially scroll down the page to find a file to attach from their Home or site Resources folder. They may not even notice they can scroll down for that section if their device is thin enough.

      I propose that all the other Add Attachment windows mimic the Lessons version. But Lessons also has a two-step approach: instead of handling the Resources view in the same window like the others do, Lesson's version takes you to a new window if you click the "or select existing files from Resources" link.

      I also wonder if even the Lessons version can't be pared down a little more - do we really need a field that spans the entire width of the screen to copy in a URL or file name?
