samigo: accessibility: Remove the Background color and image options for assessments

      To see the functionality of this option:

      1. In a site with at least one student, Tests & Quizzes, and Resources, upload an image to Resources.
      2. Copy the image's URL to your clipboard.
      3. Create two copies of a quiz with at least two questions.
      4. In the Settings for Quiz #1, select Layout and Appearance.
      5. Enter a Background Color and Save Settings and Publish.
      6. In the Settings for Quiz #2, select Layout and Appearance.
      7. Paste in the Background Image URL for your image in Resources and Save Settings and Publish.
      8. Try to take each quiz as a student.  Confirm the background color or image is present on all pages (each question page and TOC). The background should also tile if it's a small image.

      Testing after implementation:

      1. On a server that has the property samigo.background.allow = true, create two quizzes, one with a background color and one with a background image, as described above.
      2. Export each quiz as a Content Packaging ZIP file.
      3. Change the system property so samigo.background.allow = false.
      4. Import the downloaded quiz copies into your site.
      5. For each quiz copy:
        1. Go to the Settings.
        2. Select Grading and Feedback. Release Feedback on Submission and a couple feedback options (this will be to check that the feedback page does not show bgcolor/image after submission)
        3. Select Layout and Appearance and confirm there are no options for the background color or image.
        4. Save Settings and Publish.
      6. Preview each quiz and confirm that as you navigate through the preview, no background color or image is present.
      7. Log in as the student and submit each quiz. Confirm there is no background color or image on either.
      8. View Feedback for each quiz. Confirm there is no background color or image on either.

      Description

      The assessment settings in Tests & Quizzes allow you to add a background color and background image for a quiz.  You can enter any hex value for the color and any image url for the image background.

      All quiz questions, unless the quiz author manually changes the text color of each question, have black text.  Even if the instructor does manipulate text color for questions that allow the use of the CKEditor, True False questions will not allow you to change the color of the True and False options.  All content surrounding the questions (e.g. the question and part numbers, part titles, and instructions for formatting answers to Numeric Response questions) are in black text as well.

      Because you can add any background color or image, you can easily create quizzes where poor contrast between text and background makes the quiz content inaccessible. Additionally, you can create quizzes with colors which make it hard for students with cognitive or learning disabilities to focus on the questions and answers.

      I propose to remove the background color/image option for improved accessibility.
