Entering some values in Gradebook make it impossible to change them later

      Description

      It's possible to enter values for a student's grade which cannot subsequently be changed.  The Gradebook will show an error stating " Item score must be a non-negative number with a maximum of 10 digits before and 2 digits after the decimal." even though new values meet those requirements.  Switching back and forth from Percentage and Points grading doesn't make the score gradable.  Here is one example of how to trigger this problem:

      1. Set the Gradebook to percentage grading.
      2. Add a gradebook assignment and make it worth 25 points relative weight.
      3. Give a student the exact grade of 53.19
      4. Try to change the point value to anything else, like 70, and you will get the error.
