Import from Forums in a site does not encode attachments' resource names

      This patch can't currently be tested in a nightly server because another exception is thrown when importing contents from Forums, no matter which contents (see SAK-40802). I don't know if this different issue is being worked on another JIRA ticket.

      When copy from site works for Forums tool (i.e. in 11.x) this is the test plan:

      -Create a forum with an attachment pointing to any URL with "https://" starting characters.

      -In another site, import Forums tool from the previous site.

      -Check that the link in the copied forum's attachments is working properly.

      Description

      When one link pointing to any web page is added as an attachment in Forums settings, importing from Forums tool in another site copies the link without encoding it, so some links don't work.

      For example, any URL with "http://" or "https://" added as attachment to a Forum won't work after being migrated to another site.
