Gradebook: Confusing message when trying to move externally-provided item to drop/keep category of different point value

      To reproduce:

      1. In a site with Gradebook, Tests & Quizzes, and at least one student, go to Tests & Quizzes and create a quiz with at least one question having a point value.
      2. Go to Settings for the quiz, select Grading and FeedbackSend assessment score to Gradebook and publish the quiz.
      3. Go to Gradebook and edit the Settings to create at least two categories.
      4. Select the Drop Lowest check box and make one of the categories drop a lowest score, then Save Changes.
      5. Manually Add a Gradebook Item that is a different point value than the quiz created in step 1 above. Add this new item to the Drop Lowest category.
      6. Edit Item Details on the quiz from step 1.  Note the message at the top:
        Please go to Tests & Quizzes to edit the title, points, and due date.

      7. From the Category drop-down, select the Drop Lowest category, then Save Changes.
      8. Now you see the following message:
        This gradebook item is configured with a category that has drop highest/drop lowest/keep highest enabled. The points for this gradebook item must match the current maximum of [point value of the existing item in the drop lowest category].


        But unless you happen to remember what the previous message said about editing (and I definitely didn't while I was testing), you won't know how to do this because the Point value field is disabled.

      SAK-33819 fixed the missing error message telling you how to edit externally-provided gradebook items (e.g., from Assignments, Samigo).

      However, the message about editing these items is apparently in the same message bundle/location as the error you get when you try to move a gradebook item to a drop/keep category of a different value. Thus, if you have an externally-provided item and try to move it into a drop/keep category, the message about needing to edit the point value to match other items in the category replaces the message about how to edit this point value. This is confusing because the user has no idea how to do this with all the editing fields disabled.

      The message about how to edit the externally-provided item should be displayed all the time.
