Description
In recent testing on 12.5 and 19, the Access option to make a file 'publicly viewable' (so that it can be accessed from a single file link across multiple sites and rosters) SEEMS to be mutually-exclusive from "Only members of this site can see this file." It may not be, but it just doesn't quite make sense the way it's currently presented.
I would suggest ordering these options from least exclusive to most exclusive, and modify the wording to more similar, with a short explanation to make them more clear. My suggestion:
File visibility:
X publicly viewable (link works in other sites regardless of options in this site)
X only members of this site
X only selected groups in this site (chose groups below)
It seems a little confusing for the publicly viewable option to be available beneath the option that limits visibilty to members of the site, and for those two options to be compatible. Of course, we can understand how the two things can be compatible, but most users may not.
