Bad error message when attempting to import grades into a locked grade item

      In a site with the gradebook and a few students:

      1. Create an assignment. Assign it a point value. Select option to send grades to gradebook.
      2. Go to gradebook.
      3. Click Import/Export tab.
      4. Click Export Gradebook.
      5. Open resulting file. Delete comments column (the one with the * in front of the item title).
      6. Give students grades in the grade column (the one with the max points in brackets).
      7. Save the file.
      8. Go back to Gradebook, click into Import/Export tab if necessary.
      9. Under _Import _section, click Choose File button.
      10. Select your modified gradebook file.
      11. Click Continue.

      Expected behavior:
      Gradebook import will be blocked and error message tells me why (grade is going to come from the Assignments tool, essentially).

      What actually happens:
      See erroneous error message.
      "The uploaded file contains no changes compared to the existing Gradebook data. Please review the file and ensure it contains at least one change to column or grade data."

      Description

      There's a bad error message when I attempt to import grades for a locked grade item (when grade book expects the grade to come from another tool, such as the Assignments tool).

      I would expect error message to be something like, 'Grades for this item [list item] cannot be added via import. Grades must come from tool of origin'.
