Rubrics: only 20 rubrics visible when there should have been 39

      Description

      I used Chrome, Firefox and Edge to create and clone rubrics.

      The admin created 3 rubrics.

      jdoe created 6 rubrics per browser for a total of 18

      bsmith created 6 rubrics per browser for a total of 18

      All 3 browsers stop at the 20th rubric, there is no link to go to another page and nothing else to indicate how to view the remaining rubrics

      I see a pagination error in the logs, but I'm not sure if it's from my rubric collection or something else.

      When adding a rubric to assignments, all the rubrics display in the list. Attaching a screen shot so you can see the remaining rubrics missing from the rubrics page.
