Rubric: cursor not pointing finger for student or instructor when there is a comment

      1. Create a rubric
      2. Create an assignment and attach the rubric
      3. Have the student submit the assignment
      4. Grade the assignment using the rubric and add a comment, release to student
      5. As the student open the returned assignment
      6. Run the cursor over the yellow comment icon - it should turn into a pointing finger

      Description

      Now that students are able to view the rubric and see they have comments, the cursor here also needs to be updated to a pointing finger if there is a comment.
