Incorrect log trace when importing gradebook from site

      1. You'll need Gradebook existing on two sites (origin and destination). They can have the same default mappings or not.
      2. Import gb content from origin to destination.
      3. Check this log trace ONLY appears if the grading scale from the original site doesn't actually exist in the destination:
      Merge to gradebook XXX skipped grade mapping change because grading scale YYY is not defined

      Description

      It seems SAK-33857 removed a lovely Java label / break structure that was showing a log trace if necessary. The log bit is now always shown, so we need to bring that back.
