Email archive mailbox not set up, instructor has no permissions, stack traces on server

      Description

      I was verifying SAK-41402 on Experimental and both the original course and the duplicated course had a problem with email archive. I see these messages:

      You are not authorized to send mail to this worksite.

      Alert: This mailbox is not available.

      I went on trunk and added the email archive to a site and am seeing the same problems.

      I then went on 19x and it is displaying just fine:

      There is a difference in permissions between trunk/experimental and 19x. 19x has an extra column for logged in users that is not on the other servers.
