Rubrics & Quizzes: Students unable to see comments for rubrics after the first question

      1. Create a rubric
      2. Create a quiz with several short answer/essay questions
      3. Allow the students to view all feedback on submission
      4. Have several students submit the quiz
      5. Grade the quiz using the rubric and adding comments to every criterion row for every rubric
      6. As the student, view the graded quiz and click on every comment icon

      Expected behavior: the correct comment for that rubric/criterion row pops up

      I think 19x will be affected also.

      This is much the same issue as SAK-41475, except that it's the student view.

      If the instructor leaves a comment in multiple rubrics and the student views the graded quiz, clicking on the comments in the first rubric works. When the student clicks to view the comments in the next rubric, the comments for the first rubric open.

      Chrome and Edge do not display any warnings or errors. Firefox displays the following warning:
