      2. Type in a title, a short description, and then a full description in the larger Description box. Save.
      3. On the main Forums page, note that your short description displays below the topic title, and there's a link to "view full description"
      4. Click the topic title to go to the "topic" page
      5. The short description should display beneath the topic title (and just above the link to "view full description")

      This small but important functionality was lost between Sakai 12 and 19:

      When an instructor creates a new Topic in Forums, it can have a "Short Description" and/or a longer "Full Description".

      The short description displays to students (and instructors) on the main Forums page (along with a link to view the full description, if there is one). This is true in 12, 19 and 20.

      On Sakai 12 and prior, when the user clicks on a Topic, the short description also displays there, on the "topic page". (See screenshot 3 below.)

      On Sakai 19 and later, the short description is not displayed on the "topic page". The link to view the full description is there, but the short description is missing. (See screenshot 2 below.)

      This is a problem because the short description often contains brief instructions the student needs to see when starting to post on the Topic page.

      Also, it is a common practice for instructors to create a link from Lessons to a Forum Topic. When students click that link, they go directly to the Topic page, and will never see the short description (in Sakai 19 and 20).

      Note: I wonder if this regression was introduced accidentally during the work on --SAK-32630-- or --SAK-41191--.
