No bullhorn alert for discussions activity

      With this latest update from Sakai 12.6 to 19.0, our users (students and faculty) love the notification style alerts provided by Bullhorns. It's not clear (this is likely a different JIRA) what bullhorns is or what kinds of notices it surfaces - add this to the intro tutorial?

      THIS JIRA is about adding support for Discussion events. I recognize this may be a bit complicated, as Discussions can have all kinds of events. The most crucial at this point though would be the addition of a bullhorn alert to let a user know that someone has added to a conversation they themselves have already engaged with - so it would (could) follow the same behavior as that of the default setting in the Watch area of a course site. Perhaps it just works that way by default - regardless of how a user alters their Watch settings in any course site.

      On the other hand, the number of notifications could get rather unwieldy - and perhaps that is the main issue with not implementing discussions notifications. If that's the case, perhaps the notification would simply say, "New activity for TOPICNAME in COURSETITLE". Perhaps this would be good for the T&L group to discuss?
