      Initially found in Illinois State University Sakai 19.1 environment. Also exists in Sakai 20 (tentative)

      With Screen reader on (in this case JAWS, other screen readers may have other ways to navigate by heading level)

      1. Open Resources tool.
      2. Press "H" key. Screen reader announces, "Sites list begins here, heading level 1, clickable"
      3. Pres H key. Screen Reader announces, "Tools list begin here, heading level 1, clickable."
      4. Press H Key. Screen Reader announces, "Content begins here, heading level 1 clickable."
      5. Press H key. Screen reader announces, "Copy Content from my other sites, heading level 3, visited."
      1. Press Shift + H key to navigate to previous heading. Screen Reader announces, "Content begins here, heading level 1 clickable."
      2. Use down arrow key to navigate through all the links to get to the table. the  screen reader announces "summary. List of resources, including folders and sub-folders, files, web-links, HTML pages and text files." Before this summary would be helpful to have another heading. The <caption class="skip"> is ignored by screen readers. This "List of resources" may be a helpful heading instead.

      Description

      When a screen reader user uses the "H" shortcut key to jump headings, there is no heading level on "Site Resources." Having a heading level on "Site Resources" would make
      navigating the page more simplistic.

      On other pages, like Forums, a second heading level 1 exists before the actual main content which makes finding the main content easier and allows a screen reader users to skip the buttons and links before.
