Conditional Release is not displayed in resources

      1) Verify that in the file sakai.properties the property conditions.service.enabled = true

      2) Go to the resources tool

      3) Enter the Edit details option of a file or folder

      4) In the Availability and Access section there should be the configuration of the conditional release and it is not.

      Description

      Although the conditions.service.enabled property within the sakai.properties file is set to true, the configuration of the conditional release is not displayed within resources.

      I've verified that the problem is in content/tool-tool/src/java/org/sakaiproject/content/tool/ResourceConditionsHelper.java since conditionsEnabled returns false because !conditionService.getRegisteredServiceNames().isEmpty() returns false. This happen since registeredProviders don't have a ConditionProvider registered.
