      1. BEFORE logging into Sakai, use the access key [L] on your keyboard to skip to the Tool Menu.
        • Note: The key combination needed for an access key depends on your computer and browser.
          • Most Windows browsers: Shift + Alt + [L]
          • Most Mac browsers: Ctrl + Option + [L]
        • In some browsers (e.g., Chrome), you can click into the address bar at the top of the page and hit the Tab key to navigate down the page until you see Tools [L], then hit Enter to trigger the access key.
      2. Issue: The screen goes gray and you can't see where you are anymore.
        Expected Behavior: Keyboard focus is placed on the first tool in the tool menu, i.e., Welcome, and you can tell that's what is selected.
      3. Log into Sakai and repeat the steps above to make sure it's working in the logged-in state too.

      Description

      The skip link for a keyboard user to jump to the Tools menu causes a gray overlay to appear on the screen, and focus does not appear to be quite in the correct location (you have to hit Tab to see focus on the first tool in the menu).

      This is a critical (possibly blocker) accessibility issue because the screen may be unreadable by low-vision users after selecting the link, and the skip links are needed for keyboard users to navigate quickly.
