Instructor should not see the student progress bar

      1. Create an assignment
      2. Click the tab view Assignments by student
      3. Select a student
      4. Choose submit on behalf of student
      5. notice the instructor sees the students progress bar

      Description

      When an instructor is submitting a submission on behalf of the user the student progress bar is visible.

      Since the instructor isn't following the student workflow this doesn't make sense for them to see.

      Propose removing the student progress bar from the instructors view. There maybe other views but this was noticed while submitting on behalf of a student.
