If the instructor graded assignments for some students, when a student with no submission enters the assignment, it displays "Submitted" in the progress bar

      Hide
      1. You will need a couple of students in the course
      2. As the instructor, create a couple of assignments
      3. Have student1 submit the assignment
      4. Grade the assignment for student1 - it doesn't matter if you release the grade or not
      5. Have student2 open the assignment

      Expected behavior: Nothing should have a blue background in the status bar at this point

      Current behavior: Once an assignment has been graded for 1 student, then when another student opens the assignment, "Submitted" has a blue background

      Description

      If some students have submitted an assignment and the instructor has graded those assignments, whether the grades have been released to those students or not, if a student that does not have a submission opens the assignment, the progress bar displays "Submitted".
