      Description

      Issue:

In Tests & Quizzes with a Rubric attached to a question: If an instructor uses a Rubric to grade a student question, adds ratings and comments, then clicks on "Add Attachments" and either attaches a file and clicks "Continue" or clicks "Cancel", the rubric comments and ratings are wiped out (cleared out).

When the instructor clicks Save: All ratings and comments that were entered are gone. The instructor doesn't know the completed rubric was not saved unless they reopen the rubric to look at it after saving. Students don't see rubric ratings/comments in T&Q. I replicated this with Rubrics in Assignments and in Tests & Quizzes. I opened another Jira for Assignments, SAK-41849

      Expected behavior:

After adding ratings and comments in the Test question's rubric, the ratings/comments should be saved and visible to both the instructor and (depending on feedback settings) to the student, in the Test Question.

      Replicated on 19.2: https://qa19-mysql.nightly.sakaiproject.org  (build fa4c3407)

Work-around: When grading a question with a rubric, attach the file first, then use the Rubric to grade, then can save Rubric ratings/comments
