Assignments / 24 hour notification email goes to all users instead of just group members

      1. Create a site with at least 2 students
      2. Put student 1 in a group
      3. Create an assignment released to the previously created group and ensure 24 hour notification is turned on and the due date is 24 hours and 5 minutes from time of testing
      4. After 5 minutes passes and the 24 hour email should have sent, check the catalina logs on the nightly server.  

      You should only see logs for sending to the one student in the site, not both students.

      Description

      If an assignment is released to a specific group and has 24 hour email notification enabled, everyone in the site will receive the email notification instead of just the group members that the assignment is released for.
