When admin creates a user account, incorrect banner displays for "Passwords Match"

      1. Log in as an admin
      2. Click Users -> New user
      3. Fill out all the fields correctly - make sure the passwords match

      Verify you see the green checkmark banner for "Passwords match"

      Description

      Had to manually create individual accounts as an admin to test another Jira and when passwords match, the admin sees the wrong color/icon for matching passwords.
