      Description

      This feature has been developed and contributed by NYU for Sakai 20, it implements a system-wide jump-to-top button that could appear when you've scrolled past the initial full height of the portal.

      The implementation is affected by an L10N bad practice, the title of the link is hardcoded in English, I'm going to raise a separate Jira for that.
