Add Trash tab that allows users to recover deleted draft assessments

      Once this feature is added, you could test it using the following steps:

      1. Go to Test & Quizzes in a site with one or more draft assessments.
      2. Select the draft assessment and then Remove Selected.
      3. Go to the Trash tab. The deleted draft assessment should be listed.
      4. Select the draft assessment to be restored, and then select Restore Selected.
      5. Return to the main Tests & Quizzes list of assessments. The recovered draft assessment should be there.

      Description

      With the recent UI change to Tests & Quizzes in Sakai 19, we have seen a dramatic increase in the number of faculty deleting their draft (aka working copy) assessments.

      This seems to be related to the fact that all of the items are displayed in one list, and seeing multiple copies of the same assessment in one screen confuses users. In an attempt to clean up the interface, users end up deleting the draft copies, which causes problems later with editing or importing assessments. The issue of cleaning up the interface by consolidating draft/published into a single assessment with two states is addressed in SAK-34596

      We would like to add a new "Trash" tab to the Tests & Quizzes tool interface (similar to the Trash tab in Resources) where users can go to recover a deleted draft copy if desired. Ideally, there would be a single tab where users may recover either draft or published assessments. (Recovery of published assessments has been requested in SAK-34679). Deleted drafts would be indicated by "draft" in the title, just as they are on the main assessment list, so as not to confuse them with deleted published copies in the Trash.
