forums: User with forums grading and editing permissions who does NOT have site.upd can't access tabs required to grade or reorder forums/topics

      1. In a site with Forums, Gradebook, and at least one Teaching Assistant and one Student, modify the permissions in Template Settings so the Teaching Assistant role has Owner permissions.
      2. If there are any existing default forums/topics, also edit the Forum Settings, and Topic Settings in those forums/topics so the Teaching Assistant role has Owner permissions.
      3. Create a few more forums and topics, so you have at least two forums, each with two topics.
      4. Go to Gradebook and edit the Permissions. Give your TA permission to enter grades in the gradebook.
      5. Create a gradebook item.
      6. Log in as the Student and post a conversation.
      7. Log in as the TA. Confirm you can access the Organize tab near the top of the page and successfully reorder the forums/topics.
      8. Confirm you can access the Statistics & Grading screen. Select the student's name and confirm you can select the gradebook item from the drop-down menu and enter and save a grade/comment.
      9. Confirm you can go to Statistics & Grading by Topic and enter grades/comments for the students there too.

      Description

      If an instructor grants users in the Teaching Assistant role in their site permission to grade in the Forums tool, the TAs do NOT have access to the Statistics & Grading screen, even if the permissions for TA grading are set in ALL possible settings locations (Template Settings, Forum Settings for all forums, AND Topic Settings for all topics). The same is true if the instructor grants TAs full permissions to edit in all forums/topics. This is because only users with the site.upd realm permission can access the following two tabs:

      • Organize
      • Statistics & Grading

      Statistics & Grading is essential for grading in Forums with many students and topics. It allows graders to see the post counts for students in the site, grade by topic, and access statistics for each student's posting and marking as read activities. Instructors may also want their TAs to be able to reorganize forums/topics.

      The ability to access these tabs needs to be decoupled from site.upd. Ideally, Forums should have a new set of realm permissions created to govern the following:

      • Default role permissions level (e.g., if at an institutional level, TAs should have Owner permissions instead of Contributor permissions by default).
      • Ability to access Statistics & Grading tab (must also be accompanied by some grading permissions granted to TAs within the Forums tool for the tab to be visible).
      • Ability to access Organize tab (must also be accompanied by editing permissions granted to TAs at the forum and topic level).
