Accessibility / Assessments - "Jump To Content" from keyboard gives nav alert

      1. Create a course that includes tests and quizzes
      2. Create an assessment
      3. Preview the assessment 
      4. Try to access the content with the "Jump To Content [C]" hotkey or with tab and enter on a keyboard
        Expected: There is no alert message and you can get to the content
        Actual: There is a popup message about using the buttons on the page to navigate. 

      This also seems to be a problem using the "Table of Contents" feature

      Description

      In tests and quizzes, using a keyboard, using the "Jump to Content" hotkey, or hitting tab, and then enter on "Jump to Content", gives an alert that says "Please use the previous and next buttons on the page to navigate."
