Rubrics tool is not replacing {} for text

      Description

      There are places in the Rubrics tool where the wildcard {} should be replaced for a word (using i18n), but it seems to be failing at the moment. Some examples are "Share {}", "Revoke sharing for {}", "Copy {} to site list", etc.

      19 doesn't seem affected by this.
