Student cannot open Rubric Preview with Keyboard only or screen reader.

      As an instructor, assign a Rubric to a Gradebook item.

      1. Open Gradebook Tool as a Student.
      2. Navigate to Display Statistics icon under the Gradebook Item heading in the Grade Report For Sakai Instructor Table.
      3. Press tab key. The Preview Rubric Icon is skipped and keyboard focus moves to the Gateway link at the bottom of the page.
        1. The focus should move to the Preview Rubric icon and be activated by the enter key (and space bar if coded as a button). 
      4. Turn on a screen reader. Use the mouse to activate the Preview Rubric Icon. Screen Reader does not announce the content once it is opened and a user cannot navigate to and activate the Close Button (Styled as an X in the top right corner of the dialog box) to close the dialog with a keyboard-only.

      Student who uses a keyboard-only or assistive technology cannot access the rubric from the Gradebook Tool (other tools listed under components also exhibit the same issue) The icon to Preview Rubric is not in the tab order and does not receive keyboard focus and cannot be activated by using the keyboard only. At the same time, the rubric dialog box also does not receive keyboard focus once it is opened (this must be done using a mouse) so the content is not accessible to screen reader users. 

      The icon is coded as a <span class="fa fa-table" style="cursor: pointer;" title="Preview Rubric"> </span>. <Spans> do not have semantic value to pass on to assistive technology.
