PA System banners are not accessible with a screen reader

      1. Log in as admin.
      2. Go to the Administration Workspace site and select the PA System tool.
      3. Select Create Banner.
      4. Add a banner of Type Medium - Can be temporarily dismissed by user.
      5. Select Active and Save Banner.
      6. Turn on a screen reader, e.g., NVDA or JAWS.
      7. Make sure you can:
        • hear the text of the banner,
        • hear and use the button to close the banner,
        • navigate back to a closed banner and reopen it, then hear the PA message again.
      8. Repeat steps 1-5, creating a banner of Type Low - Can be permanently dismissed by user.
      9. Make sure that for the low priority message, you can hear the message with a screen reader, hear the close button, and close the message.  The message goes away after being closed.
      10. Repeat steps 1-5, this time creating a banner of Type High - Cannot be dismissed by user.
      11. Make sure that for the high priority message, you can hear the message with a screen reader, but there's no option to dismiss it.

      Description

      The PA System messages are not read by a screen reader, and the option to close them (if available) is read as "link 0" which does not provide enough information for the user to interact with them.

      Screencast video demonstrating issue

      The PA messages need to be read, and the close button needs to have a meaningful text alternative so screen reader users can close the messages. Similarly, the button to reopen a closed message needs to be read in a meaningful way so screen reader users can interact with it.
