Messages: Group members can see the "hidden" group under BCC

      1. Make sure the Messages tool is in your site
      2. Create a couple of groups with a couple of students in each group
      3. Click on Messages - > Settings
      4. Select a group to hide from the "Groups hidden in To field" Add Group dropdown
      5. Click Save Settings
      6. As a student in the hidden group, click on Messages
      7. Click  Compose
      8. Click BCC - look for the hidden group 

      Expected behavior: students should not see the hidden group even if they are a member of that group

      Description

      If an instructor creates groups in a site and then sets a group to hidden in messages, members of that group still see the group under BCC.

      Made this critical because instructors sometimes create groups that need extra time, special needs, etc, and may not want that group name displayed or allow students to message that group. 

      This problem exists from 12 onward. I'm fairly certain in older versions of Sakai, the group was listed in the "To" field, but did display to the student.

      With the "hidden" group now being listed in BCC and the student can also select BCC, the "hidden" group is no longer hidden from members of that group.

      Possibly the text in settings needs to be updated also now, since the "hidden" group is now under BCC. I suspect the wording is still from the old version of Sakai when the hidden group was listed in the "To" field but was actually hidden from the students.
