T&Q: Mark for Review causing stack trace if set and student doesn't answer file upload or audio question

      1. Create a quiz with 2 questions, the first being either a file upload or audio recording 
      2. Make the second question True/False
      3. Under Settings - > Layout and Appearance, check the Mark for Review checkbox
      4. Publish the quiz
      5. Have the student take the quiz and skip the first question (click Next)

      Expected behavior: No stacktrace and student is not kicked out of the quiz

      This does not affect 19x.

      If the instructor creates a quiz with the "Add checkboxes next to questions so they can be marked for review" option checked, and the student doesn't answer file upload/audio  questions and clicks Next, the student is kicked out of the quiz and there's a stack trace.

      If the student answers the question and clicks Next, there's no stack trace.
