      Instructor should be able to create a weighted category worth 0%. Items inside the category would then not be counted in the student's final grade.

      The category should still display an average but the final grade should not be affected.

      Description

      In earlier versions of Sakai 19, 12, etc, an instructor could create a category in the gradebook that was equal to 0%.  This is no longer working in 19x.  When the instructor has the weighting setup to be a total of 100%, but one of the categories is worth 0, the error message "Weighting for the categories must be greater than 0" is displayed.
