Kernel cleanId should lowercase the internal id

      Description

      Difficult to replicate but if you manually insert a DB SAKAI_USER_ID_MAP record of TestStudent / TestStudent and then have a provider resolve that record, it should be replicable.

      SAK-29330 removed the ability to have a case-sensitive id. A mixed case internal id can cause all sorts of issues especially if you are using a case-sensitive collation (https://stackoverflow.com/questions/463764/are-unique-indices-case-sensitive-in-mysql)
