<select> look like they are active even when they aren't

As an instructor Visit a site with the Roster tool Confirm the <select> elements have a more neutral border and don't look like they are active when they are not. Click a <select> and confirm that active styling is still applied correctly This fix should be applied to every default styled <select> element in the application, so other pages that include <select> should be covered by this fix.
