Rubrics should support ',' decimal separator (i18n)

      1. Set Spanish as the language on a site, or pick spanish in your preferences.
      2. Set your computer's local locale to spanish, this is needed to changed the behaviour of the number inputs in rubrics
      3. Add a rubric in the Rubrics tool, with decimal values on a criterion.
      4. Create an assignment in Assignments, associating your numeric grade with the rubric you just created. Allow grade overrides.
      5. Grade a student with the rubric, picking the decimal ratings. The total should update accurately.
      6. Try overriding a grade with a decimal, points should not be allowed, only commas.
      7. Save and release the grading.
      8. Check the grade is recorded and no alerts are shown.

      Description

      Rubrics allows now decimal values for criterions, but some languages use a different decimal separator. This generates problems on tools that do support other decimal separators like Gradebook or Assignments.
