Auto-groups wizard: Available steps are incorrect when there are no course rosters or sections in a site.

      1. Create a project site.
      2. Go to Site Info > Add Participants and manually add at least 4 participants in the access role. Add at least two participants in the maintain role.
      3. Go to Site Info > Manage Groups > Auto Groups and walk through the steps to create groups. Make sure that rosters/sections are not mentioned in any of the steps.
      4. Create a course site with no roster added.
      5. Go to Site Info > Add Participants and manually add at least 4 participants in the Student role. Add at least two participants in the Teaching Assistant role, and at least one in the Instructor role.
      6. Go to Site Info > Manage Groups > Auto Groups and walk through the steps to create groups. Make sure that rosters/sections are not mentioned in any of the steps.

      Description

      When you are using the Auto-groups Wizard to create groups in a project site, or a course site where all participants are manually added, Step 2: Select Section(s) is still shown there, but there aren't any sections to select. This is confusing for users.

      Proposed fix: Remove the step when no roster is present in the site, and only have 3 steps:

      • Step 1: Select Role(s)
      • Step 2: Define Group Structure
      • Step 3: Preview
