      1. Test the tool and ensure it has a first selected tab when entering the tool
      2. Check navigation through all the tabs is consistent: same options are shown and current page is shown as active.

      Description

      Fix the bad pattern described in SAK-43402 for consistency reasons.

      Permission tab is special, loaded from template and same on every tool.

      When you access a found email (View page), a submenu should be shown.
