Web Content: When selecting the custom icon after leaving focus goes to the bottom of the page

      1. Add a Web Content tool to a site.
      2. Go to the Web Content tool and Edit it.
      3. Using your keyboard only (no mouse), use Tab to navigate to the Choose a custom icon menu. Expand it with Enter.
      4. In the icon selection dialog, confirm that you can use your keyboard to filter for icons by typing the name and select an icon using standard keyboard commands, e.g., Tab, arrow keys, Enter.

      Actual: The focus goes somewhere near the bottom of the page (not sure where or why?). You can shift tab back to the form but it's annoying

      Expect: The focus should go to the next element in the form

      When tabbing to the custom icon selector with keyboard after choosing an icon the focus goes an unexpected place on the page. It should go to the next form element after the icon.
