GB-Rubrics: rubric icons (ungraded) not displaying for student, can't preview

      1. You will need a gradebook, assignments and rubrics in your site
      2. Create a rubric
      3. Create an assignment and attach the rubric (leave the default settings)
      4. Create a gradebook item and attach the rubric (leave the default settings)
      5. As the student, click on Gradebook

      Expected: student should be able to see the rubric icons and preview the rubric

      Description

      Students can no longer preview rubrics in the Gradebook, Not sure if this is an intentional change and I haven't found that Jira, but previously students were able to preview rubrics in the gradebook unless the item had a hidden rubric.
