      1. go to Site Info > Manage Groups
      2. hover the mouse pointer over the first tab
      3. verify it is not clickable, and does not change colours, etc.

      Description

      Currently selected tab has an interior grey background, and is clickable. Grey background is more visible on hover, but in some skins it appears even without hover. This is inconsistent with the rest of Sakai.
