Test & Quizzes: No warning message appears for an uploaded file whose size exceeds 40 MB in File Upload Question

      1. As an instructor, create a file upload question in Test & Quizzes and publish it.
      2. As a student, open the newly created assessment and click "browse" to upload a file whose size exceeds 40 MB.
      3. Click "Upload" button.

      Expected Behavior: An error message should appear on the page after the user clicks "Upload" button and displays that the uploaded file exceeds the maximum. Then, the user can upload a new file. 

      Current Behavior: The page is directed to an error page "This site can't be reached."

      Description

      When a student opens a file upload question in Test & Quizzes, there is a warning showing that the maximum file size is 40 MB. However, since most users will not take care of the actual size of their uploaded file when uploading and there is no message on the page of Sakai to show the size of their uploaded file, some users may upload a file whose size exceeds 40 MB without intending to do so. In this case, an error message should appear on the page after the user clicks "Upload" button and displays that the uploaded file exceeds the maximum. Then, the user can upload a new file. But currently, if a user does upload a file bigger than 40MB, the page will be directed to an error page "This site can't be reached."
