Forums: "413 Request Entity Too Large" appears for a large attachment file

      1. As an instructor, open a course site with Forums tool.
      2. Click "Create New Forum" and click "Add attachments."

      Expected Behavior: There is an_ instruction message_ on the page to show the maximum allowed size of the local file.

      Current Behavior: No instruction message appears.

              3. Click "Upload" to upload a large file. (I used a pdf file of 104 Mb, for example).

      Expected Behavior: There is_ an error message_ to warn the user that the file exceeds the maximum size and asks the user to upload a different file.

      Current Behavior: No error message appears and the page is redirected to "413 Request Entity Too Large" page.

      Description

      When an instructor creates a new forum in Forums tool and clicks "Add Attachments" to "Upload a local file," there is no instruction message on the page to indicate the allowed maximum size of the attachment file (e.g. "the file should not be larger than 40 MB). 

      Under this circumstance, if the user uploads a large file (I tested it with a pdf file of 104 Mb.) in 21.x trunk, the page will be directed to "413 Request Entity Too Large" page. If the user clicks the backward error of the browser, the page will go back to the file upload page for a while and then be directed to "413 Request Entity Too Large" page. In 19x and 20x nightly, the page will be directed to "Site cannot be reached" error page.

      This issue is similar to SAK-35572, which is related to Test & Quizzes. and is already fixed. I think it can be fixed in the same way.
