Ensure there is a Gradebook item

Go to Forums > Topic settings

Under Grading, select the Gradebook item

Expected result: Option to select a rubric, you can select and preview the rubric

Actual result: You cannot select to use a rubric. A default rubric shows but if you try to change it, you cannot select the rubric drop-down.
