Language inconsistency when switching between the same tool of different sites with different site languages

      1. As an instructor, have three different sites with three different site languages. You can do this by clicking Site Info > Edit Site Information > Site Language. You can set three sites to be in Chinese, English, and Spanish for testing.
      2. Make sure each site has Test & Quizzes. You can also test with other tools. 
      3. Open one site and click Test & Quizzes. Open the other two sites and click Test & Quizzes one by one.
      4. When you are in the Test & Quizzes of the Spanish site, open the Chinese site from the site navigation menu at the top of the page. 

      Expected Behavior: You should see Test & Quizzes page in Chinese.

      Current Behavior: The Test & Quizzes page of the Chinese site is in Spanish.

      You can also test it by switching from Chinese to English, English to Spanish, or any other combination.

    Description

      If different sites have different site languages and a user opens the same tool for each site, when the user switches from site A with language A to site B with language B, the page will be displayed in language A, not language B.
