      On a Sakai instance with the property enabled, and in a site with at least one group...

      1. Go to Forums and click "New Forum"
      2. Give the forum a title and use the "Automatically create new forums for groups" option and select at least one group.
      3. Save the new forum.
      4. Go to forum settings.

      With the property enabled it should be possible to edit the permissions of the group(s) for the forum topic.  With the property disabled the permissions for the group(s) should be locked.

      Repeat the steps above again except create a forum topic (or set of topics) instead.  As above, when editing the settings of a topic created with the “Automatic for groups” method, if the property is true it should be possible to edit the permissions for the group(s).

      Note: Setting the property to true will not retroactively unlock pre-existing topics/forums that were already created.  You must create new forums and topics to test.

      Description

      SAK-33969 introduced a feature that locks the forum topic settings for topics created using the "Automatically create multiple topics..." feature.  Our instructors have many cases where they want to create topics where one group can post messages, but other groups can read them which this permission locking system prevents.  This forces them back into creating topics individually, which is incredibly tedious. 

      It should be possible to disable the functionality introduced in SAK-33969 with a system property.
