No preview for image attachments when grading assignments with new Grader

      Steps to reproduce:

      1. Go to assignments tab.
      2. Choose and assignment and click grade.
      3. Check the "Use new Grader to grade submissions" option.
      4. Try grade a student with an image attachment.
      5. Click Image attachment  -> does not load (see error in attachement).

      Description

      Pre-reqs:

      1. Students submits an assignment with an image attachment. 

       

      If logged in to Sakai as a role that can grade assignments, when attempting to grade assignments (Assignments->grade), if the "Use new Grader to grade submissions" option is checked, the student's image attachment preview does not load. See test plan to replicate the issue.
