      Description

      If an instructor creates a new assignment and uploads an attachment that is larger than 20 MB, an error message displays: "The upload size limit of 50 MB has been exceeded." The size limit here should be 20 MB.

      As discussed with Matthew Jones on the sakai dev channel on slack,  the size limits for the nightly server are specified as following: content.upload.max=50 content.upload.ceiling=20. The upload.ceiling applies to resources and upload.max applies to other tools. In that case, the error message for assignment attachment should still show 20 instead of 50.
