Test & Quizzes: Wrong instruction for file upload question

      1. As an instructor, go to Test & Quizzes and create a quiz with a file upload question.
      2. As a student of the site, go to Test & Quizzes and start the quiz. 
      3. Upload a file larger than 20MB and smaller than 40MB. (I used the pdf in the attachment for testing. It is 22.79 MB).

      (x)Expected Behavior: You will be able to upload the file successfully.

      (/)Current Behavior: The file is not uploaded. The page will display: "No file chosen."

      Description

      The current instruction for file upload question in Test & Quizzes that students can see is the following:

        Click "Browse" to locate your file and then click "Upload" to upload your file. (Maximum file size: 40MB)
      

      There are two issues with the instruction:

      (1) There is no "Browse" button for file upload question after 19.x version. Instead, it should be 

       

      "Choose File." This is a minor issue.

      (2) The actual maximum file size for all nightly servers after 19.x version and the trunk server is 20 MB, not 40 MB. Not sure whether the instruction has been hard-coded to be 40 MB. This is similar to SAK-44366.

      Since SAK-43729 hasn't been fixed, this can be a major issue because if the student uploads a file larger than 20MB and smaller than 40MB, Sakai will not accept the file, but it will not throw any warning message either. It will just show "No file chosen." The student might get confused because the maximum file size is "40 MB" and might wonder what happens to the file.
