File naming when compressing top-level folder

      1. In Resources, across from top-level/course name folder, select Actions > Compress to Zip Archive
      2. Resulting zip is same name as folder you selected to zip

      Description

      When selecting to compress the top-level (course named) folder, the resulting zip file has site ID as name. This isn't very friendly for most users; imagine only admins are familiar with or use site IDs frequently. 

      In addition, when you zip a sub-folder, the resulting zip file takes name from sub-folder (ie inconsistent behavior between two levels). Recommend resulting zip file should take name of selected folder. This would also match expected behavior if a user were to zip content on their local machine.

      Note: Not sure whether this should be a feature request or bug (since it doesn't replicate same behavior sub-folders do)
